Unloaded guns could no longer be carried openly under legislation advanced by state lawmakers Wednesday.

The measure now goes to the full Assembly floor, where it is expected to face a tough fight.

About a dozen advocates of the right to publicly display unloaded firearms testified before the Assembly Appropriations Committee. They said the legislation would be costly to enforce and violate their Second Amendment rights to gun ownership.

They also contend that the law is unnecessary because no crimes have ever been linked to the practice. They also argue that they are forced to brandish their firearms because local authorities have been reluctant to issue concealed weapons permits, denying them the right to self-protection.

But Assemblywoman Lori Saldana, D-San Diego, argues that displaying guns forces police to respond to calls from concerned citizens, creating costs and posing safety threats because it’s unclear that the weapons are unloaded.

“Guns are an intimidating presence,” Saldana said earlier this year in introducing her AB 1934. “The average citizen can’t tell the good guys from the bad guys.”

The measure would not change existing law that allows citizens to carry concealed weapons with a permit. The ban would apply only to public places, allowing businesses to set their own policies.

State law in place since about 1968 allows citizens to carry a gun in public view as long as the ammunition chamber is empty. However, bullets can be close by, even on the opposite hip from a pistol holster.

Biggest load of shit in the world...bad guys are the ones doing the shooting, good guys are the ones not shooting...is that hard?
even if a former/future bad guy is not shooting, hes not a bad guy at that moment. Leave him and the guns alone fuckers.

it still has 2.5 times more violent crime than a state like Washington, where gun laws are less restrictive. Washington is a kind of middle-of-the-road state, not anywhere near an Arizona or Texas. If California laws are so good, why is their violent crime so much worse? But we in Washington beat up more people per capita than California. Oh, wait....I forgot about San Fran.

Schuy- you are exactly right. Libs think they have the answer. And everything keeps going backwards. Harass the legal citizens and the criminals have the weapons. I would like, just for once, to find out how many crimes were committed with guns by legal gun owners. Compared to crimes committed by perps with guns aquired illegally.

The real trick there is the definition of crime.
Armed robbery, yeah 99.9% nonlegal gun owners.
You get pulled over and your cc weapon is visible or your oc weapon is under the seat. or in glove box.

The bad guys are the ones with gold teeth, chains, and rims on their cars.They have sterios that would rival an 80's rock concert.They wear their clothes 4 sizes to big which prehibits their guns from showning till they got them in their hand......side ways of coarse.
I hate liberals are they really this dumb? It is scary to think these are the people running our country and teaching our kids in the schools.

about the whole the average citizen cannot tell the good guys from the bad guys.....NOBODY can. LE cant tell the good from the bad, the only way for someone to know is by their actions. Its rediculous that they would even say that. I dont see the logic of taking the guns from the vigilant citizen and basically making it virtually impossible to protect ourselves. the bad guys will always get weapons. clear fact.

uh...here's a thought... the bad guys are the ones with magazines in there weapons..or more likely as the police can do that search thing.. the bad guys are the ones who would never OC..

You can't explain it to people like that.. In her eyes guns are bad.. Till they wake to the fact that the only way to stop a mass murderer is not 30 min later when swat shows up.. but the brave individual who is carrying..

Hope it doesn't have to happen (least not with innocents killed) but sure would like to see one of those Cali guys who can't even have a loaded weapon.. Throw in a mag, or a speed loader and drop some asshole BEFORE he could do the harm he intended.. One incident of one of the OC boys stoping mayhem, and saving lifes, might turn some of these around..
