How many people here like the AR 15 and live in Michigan. If you do there is a class you can take were you make your own AR15 and walk away from the class with it unregistered for 625 dollars

Does your receiver have a serial number on it?

custom build

Hi,
I am new to this site and this is my first post so a little slack would be appreciated.

To answer some questions about building your own AR as described in the post using a service such as the one mentioned has some risk, I read the description on the website and the problem is with the lower receiver, it is legal to own an 80% complete AR lower receiver but once it is machined and fully functional a serial number must be engraved on it and it must be registered. I am not sure if individuals are permitted to do this without a BTAF license.

I would look into this further before spending the money.

Good luck.

to my knowlage a lower reciever must be purchased through an FFL with serial number regardless of state of completion, it must have a serial number when it leaves the factory.

thank you HampsterW

I am fairly certain if the lower is not fully machined it is not considered a functional part that requires a serial number, however once it has been machined into a "lower receiver" it needs a number and must be registered.
A few places on the net sell unfinished lowers for paperweights.

I think that Muzur is in violation of the BATF regs and may face potential liability because in effect that are acting as a gun manufacturer which requires a specfic ATF SOT license.

This is just my opinion based on what I have learned over the years.

you may be right 1911,

I have been researching this all morning.....The goddamn ATF's rules are quite vague but the way I read it is once the lower is machined and able to accept parts to make it functional, it is concidered a firearm.

"unregistered"

That is the key word, I think.
I have guns with serial #s but bought from individuals......unregistered?

If they are advertising as a company selling parts including the lower they would need to be an FFL or they would be violating federal law. Failure to run the ATF form 4473 and complete the background check would be one count of this crime per lower receiver...

STAY AWAY FROM THIS COMPANY!!!

It is NOT LEGAL!

unregistered

Not the same, the original registration takes place once the maker sells the weapon, additional transfers can be through an FFL and the registration changes via a 4473 or by a private sale where the registration does not change.

In order to make a firearm you need to have an FFL, once it is made it has a registered serial number...

Given the ATF's ambiguous interpretations and love for 'constructive possession', I wouldn't mess with an unfinished receiver, homemade gun, or any of that.

Gobs and gobs of used guns and stuff to be had, without any sort of possible legal issues (at least in the Free States like TX...you Yankees and Kalis are a different matter).

I agree with you, this is not a legal tranaction!

www.ar15web.com has new AR's for $688 from DPMS... Companies cannot legally sell the lower receiver to you without doing a background check... Gun kits run $550 and up for all parts as well...

It does not sound legal or like a good deal...

Never buy generic parts either for your guns...

The only receivers known that do not have serial numbers are flat ak and some HK receiver's which you can legally buy and build. Here's the catch you can't sell it without a serial number legally, you have to keep the weapon or pass it down to family you can never sell it without the serial number.
