You can find them

They are avilable for individual purchase. As for personal defense, very few vest are so thin as to be un-noticeable (is that a word?) under clothing and still be effective against normal pistol rounds. There are vests that can stop rifle fire, or there are items called plate carriers which are nylon vests that you put level 4 ceramic plates into. As for point blank, yes. Any vest level 3A or better is rated to stop 12 ga 2 3/4 in 00 Buck or 1oz slug. As for whether you would be able to continue to fight or even walk after a point-blank shotgun blast, well, no. You will be lucky to have a few broken ribs, cracked sternum, maybe even heart problems from the impact on your chest.

They are available to buy, but depending on local/state laws, you may have to be a member of an agency to buy, or it may be illegal to own or at least wear in public. check the laws in your area. For personal defense I would not recomend anything less than a level 3A. It is rated to stop a 44 mag. However, the higher the level, the thicker and heavier it is, thus hindering mobility and flexibility. Level 3A will hold you up a little, but it will protect you from most pistol fire. There is a vest that will withstand rifle shots, called level 3&4. usually the come with kevlar and ceramic plates. They are quite heavy and very very expensive. At least for a poor country boy like me. Yes, a vest at a high enough level can withstand a point blank shotgun blast. However you can almost be certain that your ribs will be broken pretty good. Each vest level, 1 through 4 (or 5) is rated to stop a projectile traveling at a certain velocity. Go to this site http://en.wikipedia.org/wiki/Ballistic_vest and there will be a list of what level stops what. There are also hard (steal/ ceramic) and soft (kevlar)trama plates you can add to increase protection of chest area.
