Probably a waiting period and a 10 round capacity magazine with your purchase, that is if you buy a semi-auto! buy a revolver you won't get feed back. Practice,practice,practice!
For the money and ruggedness get the ruger sr9 it's an awsome pistol, and as for revolvers sp101 38spl./.357mag ruger or gp100 series, and the smith & wesson k-frames model 10 or 64 38spl also are a good solid buy. And for concealment the s&w airweights 442 or 642 5 shot would be the best.

I suggest moving out of CA to a less restrictive gun law state you will feel better!
