I am trying to find a good semi auto rifle with a hi cap mag I am thinking M4 or M14 but not too sure on which one to get or if there is a better one out there I am trying to keep it in to 223 to 308 range and I have to keep it somewhere around 800 to 1400$ because of the wife so if anybody has any recommendations pleas let me know it will be used for most target but a little hunting and maybe some home defense

I gotta disagree with snakey-poo on this. You're navy, right? I don't know what your specialty is, but I imagine you have some training on the M16/M4 series, even if it's just boot camp. Your price range might get you an M1A (civilian M14) if you find a good deal or buy used, but the best choice from your criteria is an AR-type rifle. You can't do much hunting with it, varmint and predator mostly, but it's cheaper to practice with than a .308 and reliable mags are more common and cheaper than with the Mini-14. I have had two Bushmaster M4-types, and two Ruger Mini-14 Ranch Rifles, and the Rugers were unreliable with anything but Ruger brand Hi-cap magazines. I'm sure good mags have been made by someone since then, but it left a bad taste in my mouth (SHUT UP, EBEAR!!!!). As for the two ARs, the first was a Carbon-15, the one now is a 16" barrel civilian M4. Both have been great. So, Bushmaster AR is my vote.

I do have a lot of experience with the M4 and I am a very good shot with it. I do like it and I have been doing a lot of checking on line about them but the only problem that I can think of with it is that it does not have as much power behind it as a M14 but it would be cheaper to shoot that the M14 and lighter but I have been looking into the spring field armory M14 allot also and if I can find a good deal on one I probably would get the M14 because of the longer range and knockdown power but I will have to see how much ammo is going for when I get back also and I will have to see which one I can get a good deal on and then I have to talk to wife into it. Thank you for your help

Reaper, SOCOM 2?

I thought you had better taste than that. I know guns aren't made for looks, and I'm one of the last people to really worry about aesthetics (is that right? I really went for the brainiac award with that word.), but I much prefer the look of the Squad Scout. And I don't know how much those extra two inches helps with accuracy, but it's gotta help with longevity with that gas system.
