Where can you purchase an M16A4?
You can't buy one for personal ownership. They're made after May 1986, so unless you have a class 3 FFL and have a memo on agency letterhead from a law enforcement or government agency saying they are interested in testing or buying one, there's no way you can get one without joining the Marine Corps

You can buy full size AR15 with flat tops from most major manufacturers. I prefer Bushmaster, but Rock river makes very good guns for a bit more

Pre 86 you have to pay the government 200.00 for the tax stamp one time only. But you will pay anywhere from 15,000.00 to 80,000 for the rifle.
Post 86 you have to hold a Class 3 license and can buy dealer samples from 450.00 to 2000.00
But you have to pay 500.00 every year for the Class 3.

Here's what I wonder, though. How old does a gun have to be to be put on the C&R list. Will a post May gun ever be able to be put on the list?
That is correct about the post may weapons you have to have a demo letter.
as far as the C&R it's 50 years if I remember correctly.
