If you read Joe Heller's book, "Catch 22", or saw the movie, you pretty much got the idea that those with ultimate authority--like layered and disconnected bureaucracies- can and do create situations wherein WE are between the "devil and the deep blue sea", or wherein "WE are damned if we do, AND damned if we don't".
The Obama administration has managed to present the people of the USA with what might be called "The Ultimate [federal] Catch 22": it would be hilarious, if it were not tragic.
In the book, the ultimate Catch 22 was something like the following about [the shortage of] combat pilots in the WW II Army Air Force: if I am a combat pilot, and I am trying to get out of flying missions and because of fear of being killed, I am "going crazy", I go to the Psychiatrist for an evaluation for relief, and he says---"You can't be crazy, because only a sane person would want to get out of that kind of situation. Therefore, you are NOT relieved of flying combat missions."
Fast forward to the Affordable Care Act. It is time to shop around and sign-up for a package. If you do NOT sign-up by the date prescribed by the law, you will be fined. When you try to sign-up, government software malfunctions PREVENT your repeated [documented] attempts to sign-up, and software repairs may take perhaps a year to install, test and complete, LONG past the lawful sign-up date. BUT--even though it is impossible for you to sign-up, YOU STILL WILL BE FINED!!!
Secretary of HHS, Sebelius claims 500 thousand people are caught up in this Catch 22. Can you imagine what a class action suit for injunctive relief against the IRS collecting such fines might look like, when it is certified to be heard by the US Supreme Court!!?? It is yet, another lesson for the Obama Administration in how to become an international laughing stock.
