I am buying a Beretta storm CX carbine in 9mm. The barell shroud looks really cool, but does it serve a function?

Don't buy a new one, until you PM me. I have one that is absolutely as-new. It is an original Beretta part, and fits 9mm, 40S&W, and 45 models.
