3. Passed the largest sexual harrasment leglislation ever. Great laws but then he decided they did not apply to him.

7. Sold Nuclear secrets to North Korea for 'humanitarian purposes'. Also sold nuclear material to North Korea for energy. Not one nuclear electrical plant there yet.
8. Cut the central intelligence agency by half (funding). They still kept their numbers but had no money to actually do work...
