checks and balances, not with the IRS

So, to whom does the IRS answer? As luck would have it, I am being audited for 2005-2008. I have to prove to the government that I am innocent...I researched the Constitution looking for the famous "innocent until proven guilty" line, but I do not know if it is part of the constitution, as I was unable to find it. But if I wanted to file a greivance against the IRS (L&I is similiar), who do I contact? I still like the "'fair" tax...

Yesterday, my father told me that two pieces of mail arrived for me at this house:

1. Letter from the IRS
2. Check from the IRS

Date of check:
06 Feb 09

Date of Letter:
09 Feb 09

Letter states: Your refund check for 2007 will be mailed in 3-4 weeks.

?????

WTF No wonder why they are so f'd up!
