Italian civilian calibre, same as 9x19. In Italy, 9x19 is only police-military caliber, not for civilians.

Nobile, or anybody else that knows, what's the thought process around making a 9x19 military only caliber and having a 9x21 as a civilian caliber? Are there big differences in ballistics?

Ballistic is verry similar, only sheel is 2 mm longer than 9x19. No major differences between two calibers.
