The ultimate threat of the OFCCP thugs was to tell us "if you do not make progress in placing protected class people in jobs that are open, we might have to start proceedings to cancel your contract[s]". Our policy was that under NO circumstances would that threat, force us to put unqualified protected class people in ANY jobs. In "compliance reviews" held on our premises, I have told many unhappy OFCCP investigators, face to face--"You need to go ahead and try to yank the contract--but before you try it--you need to talk with our customer [ Army, Navy, Air Force, NASA, etc], as to whether that would be warranted for maintaining good security posture for the nation. Reprocurement processes are expensive and time consuming, and budgets are slim, not to mention the interruption of work vital to the national defense."

We cannot allow them to wiggle out of the administration's political goals for equal employment opportunity, just because it involves national defense. So we will FORCE them by Executive Order, to achieve parity for protected class people, in all of their job categories, on every contract they have been awarded, EVEN THOUGH there are almost NO protected class people in the job market, for example, in certain trade, technical, engineering and scientific occupations. Where does a contractor recruit such protected class people??? Recruit them AWAY from the companies the few are presently working for. ..and how do they do that? ...By offering exorbitant salaries and benefits--thereby upsetting their whole internal competitive compensation and benefits posture, and causing hate and discontent among their non-protected class employees. Thus, the Great Society concept has helped to achieve, for many different job categories, what unions could not do by trying to win NLRB representation elections and attempting to negotiate tough union collective bargaining agreements.
Imagine you are running a Company which has been awarded a hundreds-of-billions of dollars prime contract for the design, development and implementation of a critical homeland antimissile defense system, and are making good, on-time technical progress together with four subcontractors, only to be threatened by the Office of Federal Contract Compliance Programs [OFCCP] which is drunk with the newly vested power given by a Presidential Executive Order. The OFCCP has completed a "compliance review", and has charged you with being grossly "under-utilized" for certain protected classes, after making "NO good faith efforts" to overcome this problem. You are now threatened with loss of contract!! And it is here that we see how the federal government illustrates its inimitable talent for shooting itself in the foot, or even higher up in the anatomy.
We have gone thru a competitive procurement process costing millions of $$ and a year's time, and selected this Contractor and four Subcontractors; Their work is more than half complete, and NOW we are contemplating pulling their contract!!??
