I had this problem but

with a lighter bullet in my savage .243, Mostly with winchester factory ammo. I switched to Remington 100 grain and now pull nice tight groups.

Those holes seem fake

A bullet going right into paper doesn't even make nice clean holes like that (WC and SWC aside). Seems staged to me. Or are the holes enhanced for clarity?
