So is this agency for sharing of information and tactics? Or is its purpose to provide a multinational agency to investigate and prosecute international crime.

It was US Department of

It was US Department of Justice International Criminal Investigative Training Assistance Program(ICITAP) for transitional police forces at Eastern Slavonia (occupied croatian teritory by serbians).
The last croatian teritory was relised at 1997 succesfully at peacefull operation.
