The whole composition is a political statement. Here's a GM dealership sporting an Obama Logo with a sign that says "Under New Management" representing the government;s take over of General Motors. As Sam says, the upside down flag is a sign of distress meaning the entire country is at risk because of Obama's administration. It's a nice piece of symbolism conveying the entire idea with no words needed. Whoever put this together should be commended, not shot.
