These photos were taken by American Border Patrol. The location is right on the border in Arizona. Binoculars in campout strongly suggest the man is a lookout for smugglers.
The lizard you are thinking of is called the Frilled Lizard. It can expand the skin around its neck in an attempt to appear bigger to predators and if that fails, it can run on its hind legs and can even run across water for a short distance. Ivan, the North American Lot Lizard only runs on two feet for short distances. Once it reaches the truck cab, it spends the majority of time on its back, on all fours, or seated, leaning down and to the left. Strange creatures, aren't they?

they are know to roam the entire united states..any truck stop parking lot will have the elusive....LOT LIZARD
