The RO has a timer in his hand that keeps track of the time of the shots from first shot to last shot. You write down how long it took to shoot the stage of fire. Then the RO goes and see how you shot to score the targets points divide by the time to come up with a hit factor. The guy that has the best hit factor wins that stage of fire.
