The temperature outside, the amount of pressure in teh container, what the liquid fuels evaporation point is, when it turns into an actual gas, If it was hot enough outside, and she shot that gas can, and it had built up enough pressure it would definately be an IED at that point. The gas has to evaporate quickly enough to become flamible. Since I can't remember every class worthy detail I was taught in fire-school, I picked up some info from Wikipedia:
The flash point of a flammable liquid is the lowest temperature at which it can form an ignitable mixture in air. At this temperature the vapour may cease to burn when the source of ignition is removed. A slightly higher temperature, the fire point, is defined as the temperature at which the vapour continues to burn after being ignited. Neither of these parameters is related to the temperatures of the ignition source or of the burning liquid, which are much higher. The flash point is often used as one descriptive characteristic of liquid fuel, but it is also used to describe liquids that are not used intentionally as fuels.
Every flammable liquid has a vapour pressure, which is a function of that liquid's temperature. As the temperature increases, the vapour pressure increases. As the vapour pressure increases, the concentration of evaporated flammable liquid in the air increases. Hence, temperature determines the concentration of evaporated flammable liquid in the air.
Each flammable liquid requires a different concentration of its vapour in air to sustain combustion. The flash point of a flammable liquid is the lowest temperature at which there can be enough flammable vapour to ignite, when an ignition source is applied.

BLEVE (pronounced /ˈblɛvi/ BLEV-ee), is an acronym for boiling liquid expanding vapor explosion. This is a type of explosion that can occur when a vessel containing a pressurized liquid is ruptured. Such explosions can be extremely hazardous.
A BLEVE results from the rupture of a vessel containing a liquid substantially above its atmospheric boiling point. The substance is stored partly in liquid form, with a gaseous vapour above the liquid filling the remainder of the container.
If the vessel is ruptured — for example, due to corrosion, or failure under pressure — the vapour portion may rapidly leak, lowering the pressure inside the container. This sudden drop in pressure inside the container causes violent boiling of the liquid, which rapidly liberates large amounts of vapour in the process. The pressure of this vapour can be extremely high, causing a significant wave of overpressure (an explosion) which may completely destroy the storage vessel and project fragments over the surrounding area. BLEVEs can also be caused by an external fire near the storage vessel causing heating of the contents and pressure build-up.
