This video is from India,this guy was mentaly abnormal, And that kind of are poeple available in these countries everywhere, In poor countries the main problem for Governments are to handle the population, In India population is very high nearly or more than 1 Billion, And its impossible to educate and give health and all other facilities to every person, accidental death are common in poor countries
